Navigating the Urban Fringe

In this project I will look at how government interacts with marginal communities in New York City. How do the two forces respond to one another? How does public policy create and destroy opportunities for the urban poor? How do communities innovate or subvert policy when necessary? What recourse does the urban poor have against distant tides of power and change?
I will find stories of people operating within the confines of distant and powerful forces, and how they resist or find ways to live with these forces. These are not just stories of exploitation, but also creativity and entrepreneurism. I will talk with outsiders-looking-in as well as civil servants, social workers, and others trying to navigate the space between government and those served by it. These are the stories of people who define their relationship with the laws-of-the-land themselves.
