Japanese News, in Rwanda

The local television news network of Rwanda, Rwanda Television or TVR, will soon recieve training and support from the Japanese government.

The stated intentions of the Japanese government sound awfully humanitarian. A healthy news industry is the cornerstone of democracy, so the saying goes. But why does Japan care about aiding democracy in Rwanda?

How could this move be in Japan's self interest?

It has been much in the news recently that China is investing heavily in Africa. China is pumping billions of dollars into various African countries for various raw materials. With my shaky knowledge of Sino-Japanese relations I understand that those two countries have been intensely competitive for a long time. Is Japan maybe just positioning for leverage in Africa?
