Should Security Announcements Be Delayed?

After mayor’ Bloomberg with New York police officials made announcements on Oct 6 that there were terrorist threats on New York transit system, security in and around New York City subways was increased. For the next day a can of liquid was found at Penn station. There were other coincidences as well.

US Media covered all inside and outside news related to the New York threat. And also it was mentioned in some media outlets that the threat on the New York transit system was about to be aired by a US TV station two days before, but authorities asked them to hold that piece of information.

After two days, New York City officials announced it because it was important for the safety and security of New York people. If a piece of information is important for people of New York, why should it be delayed for two days?

I think to guarantee people’s safety; there should be a clear policy for informing people. In that case, nobody knows which procedure is in the interest of people: To delay an important piece of information or to announce it immediately?
