Anti-Bush Sticker Considered Lewd and Profane

On CNN.com there is an article about a Dekalb County (Georgia) nurse who is suing the county because a police officer have her a $100 ticket for having a sticker that read "I'm tired of all the BUSH**". Even though Georgia did used to have a law in its books that prohibited lewd or profane sticker or decals on vehicles this law was deemed unconstitutional in 1990. I'm sure that the police officer knew this and still decided to harass the woman for her difference of opinion regarding President Bush. How is the infrastructure of freedo of speech still intact in this country if licensed officals are harassing people over things like this? I'm sure there was something else or some other pressing issue that he could have been tending to, other than the anti Bush sticker on a nurse's car. I don't understand how "I'm tired of all the BUSH**" translates into being lewd or profane which denotes either sexual or religious disresepct. What faith are we as Americans supposed to have in justice if a licensed official gave this woman a ticket for something he knew wasn't against the law just to make a case for his own personal beliefs. If he didn't know that law was no longer on the books it's even worse because why is he a police officer and does not know the law? Either way it is problematic. What is next? The ideology behind the police officer's decision to force his ideas on this woman is unacceptable- is this a model of tyranny on a much smaller scale?
